Know These Driver's Behaviour Which Can Lead To Psychological Evaluation

Some Driver's Behaviour can eventually lead them to psychological evaluation. This is to achieve the much needed positive change in behaviour and subsequently, Improve Road Safety Awareness. However, Driver Behaviour can't be discuss without bringing in the lead agency in charge of traffic management in Nigeria. That is, the FRSC.


The Federal Road Safety Corps(Establishment) Act, 2007 empowers Federal Road Safety Corps (FRSC) the responsibilities for traffic management, preventing and minimizing crashes on the highways. The supervision of users of such highways, the regulation of traffic thereon, clearing of obstructions on the highway. Also, educating drivers, motorist and other members of the public generally on the proper use of the highways, traffic rules and regulations, etc.

  One of the key purpose of this write up is to clarify road users on some of the driver actions that may lead them to psychological evaluation.


Driver's Behaviour: RTC Summary


Driver's behaviour simply means the way and manner a driver uses the road in respect of traffic rules. However, certain negative(against traffic rules) conducts of the person that drives a vehicle can lead him to psychological evaluation. Pursuant to the National Road Traffic Regulation, 2016 the Corps activated the provisions of Regulations 40(2) of NRTR by referring traffic violators. Especially drivers who use their cell-phones while driving , to a hospital for psychological evaluation. Good to note that a total of 5,181 Nigerians lost their lives in road traffic crashes (RTC) in 2018 according to the FRSC. The 2018 Annual Report by FRSC stated that a total of 9741 RTC were recorded which resulted in an increase of 3.8% from 2017. These crashes includes 2,739 fatal cases, 5,489 serious cases, 1,153 minor cases and 15,501 vehicle type. Also 5,181 fatalities were recorded denoting an increase of 1.2% from 2017.


Psychological: False accident believe


Driver behavioral crashes occur because of carelessness, ignorance on the use of road. Some road users attribute crashes to nature. They say something like, "what will happen will definitely happen". This is a very wrong impression. Any driver using a cell phone or driving a vehicle in excess of prescribed speed limit has planned for a crash. A drunk driver is already a crash looking for where to occur. "Drive To Stay Alive"

Regulation 40(2) of the National Road Traffic (Amendment) Regulaitons, 2016, state that, “any person suspected to have committed any of the following offences shall undergo medical /psychological evaluation at a Government approved hospital before prosecution. And the cost of such medical/psychological evaluation shall be borne by him”:


  •  Failure to abide with loading of vehicles as provided in regulation 116 of the principal Regulations.
  •  Moving on the road with a vehicle affixed with the notice “OFF THE ROAD” as provided in regulation 144 of the principal Regulations.
  • Plying on the road with a vehicle in excess of the prescribed speed limit as provided in regulation 152 of the principal Regulations.
  •  Making dangerous or wrongful overtaking as provided in regulation 162 of the principal Regulations.
  • Dangerous driving as provided in regulation 167 of the principal Regulation.
  • Driving a vehicle with load exceeding the prescribed limit as provided in regulation 117 of the principal Regulation
  • Causing obstruction on public roads as provided in regulation 171 of the principal Regulations.Driving under the influence of drugs or alcohol as provided in regulation 174 of the principal Regulations;
  • Driving or parking a vehicle on foot-ways or pavements as provided in regulation 209 of the principal Regulations.


Road Users Need A Positive Change Of Attitude


There is no doubt that road users need to change their negative attitudes towards using the roads. However, certain driver behaviour can lead them to psychological evaluation. Drivers must as a matter of responsibility ensure safety of lives and property while using the roads. Also, observing and obeying road traffic rules and regulation.
